- Q. What date is the change from Aetna to Blue Cross and Blue Shield of Texas (BCBSTX) effective?
A. Jan. 1, 2020.
- Q: Why are we moving to Blue Cross and Blue Shield of Texas?
A: BCBSTX will provide improved access to network providers, which lowers costs, and leading health advocates to assist with your healthcare needs. Use this web page to get information and answers to common questions.
- Q. Does Teladoc still work with BCBSTX?
A. We have moved to the BCBSTX partner, MDLIVE. You can activate your account by logging on to Blue Access for Members beginning Jan. 1, 2020 and selecting Virtual Visits under My Coverage Benefits. You may also access MDLive through the BCBSTX mobile app.
- Q. Does 2nd.MD work with BCBSTX?
A. Yes. If you have already activated your account with 2nd.MD, your account will transfer to a new account with no interruption in service. New members can access 2nd.MD and register by going to www.2nd.md/conocophillips.
- Q. Is there a mobile app?
A. Yes, the mobile app is called BCBSTX and is available from the Apple App store and Google Play. The mobile app contains helpful features that will let you find a doctor or facility, find nearby urgent care, review claims, and communicate securely with your health advocates.
- Q. When should I provide my BCBSTX card to my doctor?
A. Beginning Jan. 1, 2020.
- Q. When will I receive my new BCBSTX ID cards?
A. Member cards will be mailed mid-December.
- Q. What if I do not receive the ID cards before Jan. 1, 2020?
A. While all members should receive their ID cards before Jan. 1, 2020, your card can also be printed online at www.bcbstx.com beginning Jan. 1, 2020. Please contact Health Advocacy Solutions and speak to a health advocate at 1-800-343-4709.
- Q. How many cards will I receive? Will each dependent get one?
A. BCBSTX will mail two cards to each household for Family coverage, and one card for You Only coverage. Additional cards may be requested by talking to a health advocate at 1-800-343-4709.
- Q. Can I download my new card from the website? When will I be able to do so?
A. Yes, you may register on the BCBSTX website under Register for Blue Access for Members on Jan. 1, 2020 and print additional ID cards.
- Q. If I have a dependent that lives at a different address than the primary covered participant, can you send their card to that address?
A. Yes, you can add a second address in Blue Access for Members and request an ID card be mailed there.
- Q. Why does the BCBSTX card say PPO in the bottom right corner? I thought we only have HDHP plans.
A. PPO stands for preferred provider organization. Preferred provider organization is a type of health insurance plan network in which doctors, hospitals and other health care providers contract with a health insurance company or third-party administrator to provide health care at a reduced rate to their clients. The ConocoPhillips Medical Plan is a High Deductible Health Plan with a preferred provider organization.
- Q. I live in North Dakota. Why does my member ID card say Blue Cross and Blue Shield of Texas?
A. Blue Cross Blue Shield of Texas is a part of the Blue Cross Association of companies, which is a group of affiliated companies that provide health insurance and plan administration for self-insured companies like ConocoPhillips across the United States. While ConocoPhillips directly contracts with BCBSTX, our employees and retirees will have access to a national network of providers.
Network and Out-of-Network Doctors and Facilities
- Q. Is my doctor in the BCBSTX network?
A. BCBSTX provides a comprehensive national network of providers. Go to Find a Doctor or Hospital to see if your provider is in the Blue Choice PPO Network or call Health Advocacy Solutions to speak with a health advocate at 1-800-343-4709.
- Q. If my doctor is now out of network as a result of the change to BCBSTX, can I get them added?
A. BCBSTX welcomes all providers to apply for participation in its Blue Choice PPO network. Ask your provider to visit www.bcbstx.com and click on Network Participation to access the Provider Onboarding Form to get started. Also, when completing a provider search, if the provider is not reflected as a network provider, there is an option on the left side of the page (below the provider criteria used in the search) to recommend a provider for the network.
- Q. Does the network deficiency rule still apply? How do I apply for a network deficiency?
A. Yes, contact a health advocate for assistance or see page B-22 of the current Employee Benefits Handbook here.
- Q. Is Quest still the preferred lab to use?
A. Quest and LabCorp are two national medical laboratory providers which are network providers for BCBSTX members.
- Q. What is a health advocate? Is it like Aetna concierge? How do I get the help I need?
A. No, a health advocate is different from customer service you may have received in the past. In short, a health advocate can help you and your covered family members:
- Sort out a new diagnosis and what to do next;
- Talk to a BCBSTX clinician about health questions;
- Understand your health benefits;
- Shop for quality, lower-cost health care;
- Get personal assistance with your health care matters;
- Understand your appeal rights for bills from doctors, hospitals and other health care professionals;
- Coordinate care between different doctors and hospitals; and
- Schedule appointments and arrange second opinions.
- Q. I got a call from someone stating they are my health advocate from BCBSTX. Is this a scam?
A. The health advocate program, also known as Health Advocacy Solutions, is a free service for ConocoPhillips Medical Plan members. It provides a dedicated health advocate to help you navigate and use your benefits. At times, they will initiate contact to help you with your care. The health advocate will always provide their name and employee number. While it seems odd for someone to call you and then request your date of birth or address, please understand this is for your protection and confirmation that they have reached the correct person. If you are not sure of the caller, you may hang up and call Health Advocacy Solutions at 1-800-343-4709 and ask for the person by name or employee number to confirm their identity.
Treatment, Procedures and Pre-certification
- Q. I’m under a course of treatment right now. What do I need to do to ensure there are no interruptions to my treatment on Jan. 1?
A. BCBSTX network of providers is comprehensive, so we expect this situation to be rare, however, every effort will be made to ensure there is no interruption in your care. To find out how BCBSTX can assist, review the Transition of Care FAQs or call your health advocate in advance as soon as possible at 1-800-343-4709 so they can help you prior to Jan. 1.
- Q. Do I still have to get pre-certified for procedures?
A. Certain procedures will continue to require precertification. Please contact Health Advocacy Solutions at 1-800-343-4709 to speak to a health advocate for assistance.
- Q. What happens if I was pre-certified for a procedure by Aetna, but the procedure is scheduled in 2020 when I’ll be covered under BCBSTX? Do I have to get pre-certified again?
A. In general you will not have to pre-certify again. The details of your case will generally transition over to BCBSTX; however, you should call 1-800-343-4709 to discuss your transition of care with a health advocate.
- Q. Do I need pre-approval to see a specialist?
A. Authorization for a specialist is not necessary. You may see any provider you choose but remember to search the provider directory to make sure they are in the BCBSTX network.
- Q. Can I still appeal to ConocoPhillips if BCBSTX denies a claim/pre-certification?
A. Yes. BCBSTX will determine initial appeals to the medical plan, but ConocoPhillips retains final appeal rights. In addition, if your claim involved medical judgement, you may have additional rights to an external appeal. Please consult the Employee or Retiree Benefits Handbook, also known as the Summary Plan Description (SPD), available at hr.conocophillips.com for details and contact a health advocate in the future for help in initiating an appeal.
Coverage and Travel Reimbursement
- Q. Will autism be covered by BCBSTX?
A. Autism Enhanced Care Management, including coverage for Applied Behavioral Analysis, will be effective Jan. 1, 2020 and administered by Beacon Health Options.
- Q. What medical coverage will change under BCBSTX?
A. There will be no changes to your deductible, out-of-pocket maximums, coinsurance, etc. in the ConocoPhillips Medical Plan for 2020. The ConocoPhillips Employee Handbook, also known as the Summary Plan Description (SPD), can be found here.
- Q. Will I now get my Rx drugs from BCBSTX?
A. Prescriptions will continue to be provided through CVS/caremark with no changes to current benefits.
- Q. Will the medical travel cost reimbursement to Institutes of Excellence or Institutes of Quality still be part of the plan?
A. Yes, this coverage will continue under the BCBSTX Blue Distinction Centers and Blue Distinction + Centers. Blue Distinction Centers offer quality care, treatment expertise and better overall patient results.

- Q. How do I log on to the BCBSTX website? When will I get a user ID? How will I get the user ID and password?
A. Log on to www.bcbstx.com and click Sign Up to access Blue Access for Members. The site will provide instructions for you to create a username and password for your account.
- Q. When can I log on?
A. Jan. 1, 2020.
- Q. Will single sign-on be available to the BCBSTX website?
- Yes. You will still be able to access single sign-on through the ConocoPhillips intranet via HR Express beginning Jan. 1, 2020. You can also access the site via hr.conocophillips.com under Contacts.
- Q. What security is in place to ensure my medical records are safe, and that the BCBSTX website and any related apps are also safe?
A. All information online is protected by Transport Layer Security (TLS), which is a type of cryptography to encrypt transmitted data.
- Q. Will I still be able to access my Aetna claims? If so, for how long?
A. Yes, you will be able to access Aetna Navigator through Dec. 31, 2021.
- Q. I’m an inpat/expat. How does this change affect me?
There are no changes to the global medical plan for 2020. Coverage continues with Cigna Global Health Benefits.
- Q. Can I still see my Flexible Spending Account information in the BCBSTX system?
A. Flexible Spending Account information will continue to be accessed directly at Payflex.com. You can find a link to PayFlex on hr.conocophillips.com.
